Traveling international, transit in Heathrow airport, can I meet a relative inside airport who lives in London

I have a relative who lives in London and we haven’t seen each other for the last three years. Fortunately, I got the transit stop in Heathrow international airport for three hours. I don’t know how long it will take to get from one airline to another, but I think it won’t take all three hours. So I was wondering if the Airport allow any non passenger to come inside the Airport or if they allow passengers to go outside.
Any information is highly appreciated.
