The cheapest airline flying into Cebu is Korean Air. They fly to Seoul from Washington, DC, New York, Atlanta, Chicago, Los Angeles and San Francisco. You can connect from any major US city. Cathay Pacific has regular service too but it’s more expensive.

What is the cheapest international airport closest to Cebu
Mactan International Airport, you can have connecting flight from Manila or stay some days in Manila then book for a domestic flight to Cebu via Cebu Pacific or PAL.
Cheap places you know of that I can stay in when I first get there,
Manila= stay at Mabuhay Manor to experience Pinoy food and culture. They offer large selection of FREE buffet breakfast Filipino style during your stay, Really an awesome deal.They also have pool and indoor restaurant. Around $45 a day to stay (2pm checkout but they are sp friendly they allow you to stay at least few more hours)
Do’s and Dont’s of the culture.
Just be yourself but of course don’t do anything immoral or illegal.
Must see places
Bohol, Palawan, Boracay, Rice Terraces, Pangasinan to see Hundred Islands are among the popular tourist spots.

Yak is right they have low prices and fairly direct flights.
CEB, Mactan/Cebu is an international airport. Many flights fly direct to CEB from Hong Kong, Cathay is one of the better airlines but not always the cheapest. I think they still have a promo now ~$800. RT LA or SF to Hong Kong, add another $200.00 or so to CEB.
You should find an established Chinese consolidator ticket agent in whatever major city is near to you. Provide them with a time line of your upcoming visit and ask for a promo or when a good deal can be had. If you can be a little flexible to do with your dates they can often save you some$$.
Stay at Waterfront Mactan or Marco Polo your first night or two. They are not cheap but quiet and very nice and will respect a reservation unlike most other hotels in Cebu City.
If you simply treat Filipinos with courtesy and respect you will find them to be some of the nicest people to be found anyplace in the world.
Avoid drunken Filipinos or Foreigners, or anyone who is over friendly and or invites you to gamble or drink. Never ever exchange money other than a currency exchange office inside a secure building. Use your ATM card for daily money needs and never carry large amounts of cash.
